Tan Sri Lee Shin Cheng: From Ice Cream Seller to Palm Oil Tycoon

Early Life & Hardship

Born in Jeram, Kuala Selangor, Tan Sri Lee Shin Cheng grew up in a rubber estate where his father ran a sundry shop. At 11, he left school to help support his family by selling ice cream on a bicycle, often trudging through muddy paths with the heavy box on his back. These early hardships built his resilience and entrepreneurial spirit1. Later, he returned to school, realising that education was the pathway out of poverty.

Career in Plantation

In 1961, he began his career as a field supervisor in a plantation2. When he first applied to Dunlop Estates, he was rejected due to poor English, despite his technical knowledge. Undeterred, he gained experience, rose to become an estate manager, and mastered skills from planting schedules to estate construction. In a twist of fate, by 1989 he acquired Dunlop Estates, the very company that had once rejected him. His philosophy was simple yet powerful: “Today sunset, tomorrow sunrise”3.

Growth of IOI Group

Lee founded IOI Corporation in 1982, and within three decades, built it into a fully integrated global palm oil leader, with operations spanning plantations, refining, and oleochemicals across seven countries4.

Philosophy & Leadership

Lee was famously close to his oil palm trees, referring to them as his “girlfriends” — often talking or whispering to them for encouragement to bear more fruit5. He attributed his success to two key values:

  • Education – which he championed through IOI’s CSR programmes.

  • Determination – never giving up on dreams despite challenges.

Lee remained optimistic about palm oil’s prospects:

  • Environmentally friendly, sustainable, and versatile.

  • Malaysia currently produces 4 tonnes of crude palm oil (CPO) per hectare per year, but with the right manpower and management, yields could reach 8 tonnes7.

  • Even in his late 70s, Lee continued working tirelessly to enhance yield and push global boundaries for palm oil.

Innovation in Malaysia’s Palm Oil Industry

Malaysia contributes about 40% of global palm oil production. With over a century of experience in the industry, the nation has accumulated a wealth of knowledge in palm oil operations. However, to remain competitive and sustainable, innovation is essential to ensure efficiency, productivity, and environmental stewardship.

Today, industry experts are introducing the latest advancements in palm breeding, agronomy, pest and disease management, mechanization, milling, and downstream activities. Among these innovations are:

  • Remote sensing and unmanned aerial monitoring for plantation management

  • Tissue culture technology to produce high-yield planting materials

  • Farm operation software for digitalization and precision agriculture

  • Flood mitigation systems to reduce climate-related risks

  • Advanced mill waste treatment to minimize environmental impact and support circular economy initiatives

Innovation requires strong engineering support—from conceptualization and development to full-scale application. While these efforts demand significant capital investments and technical expertise, they are crucial for the long-term sustainability of the sector. Without continuous innovation, the industry would face the challenge of opening up more land for cultivation and depending on larger workforces to meet the growing global demand for palm oil.

Another key concern is the large quantity of palm oil mill waste, which can negatively impact the environment and trigger anxiety among surrounding communities. By adopting modern technologies and waste-to-value solutions, not only can the industry reduce its ecological footprint, but it can also increase yield, improve efficiency, and enhance the overall production process.

In conclusion, innovation is not just an option but a necessity for Malaysia’s palm oil industry to remain sustainable, resilient, and globally competitive.

🌴 The Sterilizer Revolution in Malaysia (1932–2025)


1930s–1960s: Steam & Steel Beginnings

When Malaya’s first commercial mill era began, horizontal cylindrical batch sterilizers became the standard. Fresh fruit bunches (FFB) were cooked with saturated steam at about 40 psig (≈2.7–3.0 bar) for 60–90 minutes, using single, double, or triple-peak cycles to inactivate lipase and loosen fruits .

Key change: Cage sizes grew as mills expanded, and the triple-peak cycle became the widely adopted practice .


1970s–1990s: Control, Consistency & Throughput

With PORIM (later MPOB) driving research, the focus shifted to cycle repeatability and boiler balance. Engineers noted the steam inrush at cycle start and studied how to coordinate sterilizer pressure with boilers for stable throughput .

Key change:

  • Fast de-aeration systems (e.g., vacuum ejectors) reduced sterilizing time and improved fruit loosening .

  • Standard operating envelopes stabilized around 130–140 °C, 2.5–3.5 bar, 45–90 minutes, depending on fruit quality .


2000–2010: New Architectures—Vertical & Continuous

Two technological leaps reshaped the industry:

With RSPO/MSPO certification requirements, sterilizer design emphasized energy efficiency, water use, and effluent control.

  • Studies showed different steam consumptions between single vs. triple peak cycles, leading to recovery initiatives .

  • Mills adopted steam recovery condensers to reduce boiler load and improve efficiency .

  • POME (palm oil mill effluent), heavily originating from sterilization condensate, became a key environmental target .

The Mill Manager’s Leadership Journey


Rahman had been running palm oil mills for nearly eight years. Each day brought the same orchestra of sounds—boilers roaring, conveyors clanking, and trucks rolling in with fresh fruit bunches. But beneath the routine, he carried a deeper mission: to lead his team not just to meet production targets, but to thrive together.

When he first became a leader, Rahman thought competence meant knowing every technical detail. But soon, he realized leadership was more than machinery and numbers—it was about people. And people were far more complex than pumps, turbines, and boilers.

Over time, he devoured more than 100 books on leadership, tested ideas in the field, and learned through both failures and small victories. Out of this long journey, five frameworks shaped his style of leading inside the high-pressure world of palm oil milling.


1. Lencioni’s 5 Dysfunctions of a Team

Rahman discovered why some of his teams failed. It wasn’t because they were unskilled, but because they struggled with trust, avoided conflict, lacked commitment, evaded responsibility, and sometimes lost sight of results. Once he understood this, he began building trust first—starting with open conversations in the mill canteen, not the boardroom.


2. The PPP Framework

Every morning, his supervisors gave quick updates using PPP—Progress, Plans, and Problems. No more endless, wandering meetings. Everyone knew what was achieved yesterday, what was planned today, and what obstacles stood in the way. Boiler leaks, labour shortages, even weather delays—everything came to the surface faster.



3. Start – Stop – Continue

During project reviews, Rahman asked his engineers one simple set of questions: What should we start doing? What should we stop doing? What should we continue doing? The simplicity cut through excuses and sparked honest reflection, making his one-on-ones more powerful.


4. SBI Feedback

In the mill yard, emotions often ran high. Instead of blaming or lecturing, Rahman used the SBI method—Situation, Behavior, Impact.
“Yesterday during the boiler inspection (Situation), you ignored the safety checklist (Behavior). That delayed the restart and risked non-compliance (Impact).”
This way, his words weren’t accusations—they were reality. The crew respected that.


5. The 4P Report

Beyond progress, plans, and problems, Rahman added one more dimension: People. He always asked, “How’s the team?” He wanted to know who was tired, who was motivated, and who needed support. In a mill where shifts were long and heat unforgiving, understanding people mattered more than spreadsheets.



The Bigger Lesson

Rahman realized that leadership wasn’t about shortcuts or working faster. It was about frameworks, discipline, and soft skills—listening, empathy, clarity, and courage. These made him more effective than any technical upgrade.

In his own words:

“A leader who looks slow isn’t always incompetent. Sometimes, he’s just building the right path so that others can run faster.”

A Journey Through Mills and Mistakes

For fifteen years, Hashim served with loyalty and grit. From the humid fields of Sabah to the riversides of Sarawak, he had walked the factory floors of seven palm oil mills. Every few years, he moved his family—packing boxes, shifting schools, uprooting lives—because the mills needed him.

It was a life of sacrifice and resilience.

One day, a close friend came with an offer.
A refinery was looking for someone to take charge. The timing seemed right: his eldest daughter was preparing for her Ujian Penilaian Sekolah Rendah, and the thought of settling down in one place felt like a blessing. Trusting his friend’s words and eager to give stability to his family, Hashim accepted the position.

From the very beginning, something felt wrong. The refinery looked polished from the outside, but inside, the foundations were crumbling.
