(a) All application for public licence shall be processed by the Licensing Unit, Regulatory of Electricity Supply Monitoring Department (JKPE) at ST Headquarter and involving following actions:
i. JKPE receives applications for public licence using Licence Application Form ST(JPE) Amendment 2009;
ii. The ST Licensing Unit will check and evaluate application in to ensure it fulfils the criteria;
iii. The licensing Unit will prepare ST paper and refer to JKPE Director before tabling it to the Licensing Committee for evaluation and recommendation;
iv. ST paper will be tabled in ST Board Meeting for approval and endorsement by Y.B. Minister;
v Licensing unit will prepare the memorandum to Y.B. Minister for approval;
vi. After licence application is approved by Y.B. Minister, the license is prepared and will be signed by ST Chairman. JKPE collects the licence fee according to rate set in regulation, followed by issuance of the licence to the applicant; and
vii. After issuance of the licence, JKPE will monitor the progress of the project implementation and determine if the terms and licence conditions are being complied to and collect the annual licence fee.
(b) All application for a private licence for a capacity of 5 MW and below will be processed at the regional offices. The application is processed by the Regional Head and the licence is administered by the Regional Head using form F (Electricity Regulations Amendment 2003).
(c) Application for private licence exceeding 5 MW will be processed at the Headquarters and application process flow is similar with application processing for public licence such as in item (a).
(d) Application for private licence exceeding 5 MW, public license and SREP licence should use Licence Application Form ST(JPE) Amendment 2009 which could be downloaded from the ST official website
